Technically it's 59.94 fields per second, but even more technically it's broadcast as 29.97 frames per second interlaced, where each frame is scanned twice (or manually deinterlaced like this upload). I believe that was the NTSC standard for broadcast television since the '50s and continued into the HD era, particularly for news, talk shows and soap operas (any content that would've been shot on videotape rather than film).
