There is a way to call timeout with .3 seconds on the clock. You have to pay attention to the area. One player calls timeout as another player touches the ball. That's what happens here and the referees blew it. The referees proved they got paid alot of money by Houston.

Now, 0.3 of a second is only enough time for the player to tip the ball, not catch it and shoot. By rule, if the clock starts as soon as a player touches the ball there is no way for a player to catch it and shoot in less than 0.4 seconds. Therefore, in the case of a missed free throw, the player has to obtain possession of the ball in order to call a timeout, but there not enough time to obtain possession, possession requires ball control (two hands, dribbling), 0.4 is enough to obtain possession and call timeout, 0.3 just touching the ball runs out the clock.

You're argument is .4 seconds is enough time to shoot because you already have possession, but .3 is not enough because it takes time off to gain possession. that's picking and choosing when you want a rule to apply or not. Time can’t elapse before the rebound. The time clock doesn’t start until someone touches the ball, thus starting the rebound. The argument is whether a timeout can be called instantaneously the moment one touches the ball, without time elapsing on the clock from the moment the ball is touched.
