There are rules. Before you travel to another country you need to know what you are allowed to bring into that country and what you are not allowed to bring with you . They actually keep track of how many times someone has been caught with prohibited items at the airport and you could get fined. Just be smart and not cause yourself extra stress or even risk being fined in a foreign country and for what. It has nothing to do with the airline. As long as you don’t have dangerous goods with you and you are within your baggage allowance the airline does not care. Don’t just leave to luck do some research and be informed. Check with Customs before you travel so that you don’t pack prohibited items without knowing. Concealing and taking prohibited items into a country is called smuggling, even if it is food.
Disclaimer on your statement, some flights can get fully booked. Especially those connecting flights when you are coming home. You will know when the checking in attendants are strict about the weight of your luggage pieces.
