The explanation given as to why they were a team is because it was the most balanced, although it likely also had something to do with the fact Kakashi was one of the only ones able to restrain the Ninetails with his Sharingan and also the only person properly capable of training Sasuke

Why would they include Anbu members into those kinds of matters when their job is to just follow orders lol. Kakashi was also never about politics anyways.
