The lines involving Dallas and Houston are the names of two of the four main heisters. Each of the heisters also are representing different styles of heists. It’s a fun way of doing it :P

The first twobPayday games take place in Washington DC mostly and Payday 3 takes place in New York, hence the "Wolf of Wallstreet" lines. The "from Houston to Dallas" line is a reference to two of their crew members: Dallas, the unofficial de facto leader of the Payday Gang and Houston, his younger brother who filled in as their stealth role while Hoxton was in prison.

The overkill reference was to a difficulty because (idk about Payday 3 since I did not play it a lot) in Payday 2, there’s a difficulty called “Overkill”
the "it will feel like overkill when I'm flying the SWAT" is a play on OVERKILL Software, the developers of the Payday games, and a play on "Fly swatter"
