Maintaining a low RPM is critical for driving a car efficiently and efficiently using fuel. Simply put, the lower the number of rotations per minute, the better the fuel economy.

What about steep hill starts especially exiting the freeway ramp in heavy stop and go traffic?

I often use neutral if it's a rolling road with no need to stop. It reduces engine braking and forces that slow the car down are bad for fuel economy. Internal combustion engines are so lossy that low rpm is advantageous in most instances except steep hills and very high speeds (I think on steep hills if you are flooring the gas at 1500 rpm you are better off going down a gear). A lot of the power is wasted in the engine itself at town speeds and I can easily do 30 in 5th or 6th whilst feathering the throttle probably more than in 3rd or 4th. The only thing it's not good for is in hazard rich areas I have to keep slowing down with the clutch in as there is very little rpm foot room from idle. Passing I use the lowest possible gear (unless there is very little headroom from the limiter like I'm doing 50 in 2nd gear).

Engine breaking is ideal if used properly - if you're rolling downhill, select a gear that allows you to maintain a constant speed (Engine breaking force being close to or equal to force being exerted by gravity) The engine shouldn't be using any fuel if it is being pulled along by the car's momentum with no gas pedal. Where possible, using engine breaking to slow down will also help for the same reason, declutching as late as possible if coming to a stop. Your point of rolling in neutral on a presumably flat road is a reasonable idea - though It I wouldn't say it's very safe if you needed to speed up in case of emergency. I'd be inclined to roll with an appropriate gear ready to be engaged with the clutch.
