There is no Libertyville in our timeline but given that Redding is close by on the game map (biggest California city north of Sacramento), Libertyville is probably Jacksonville, which was one of the first towns settled in the area.
I like this mod so much. the new tech is broken as fuck, and almost every nation has a bonkers focus tree with insane buffs, but the updates are so slow that i keep forgetting about it after i play everything i was interested in when it came out.

Because communism is an ideology that doesn't work and only gets people killed. We only try it because elitists who think they're smarter than everyone think they can run a successful communist nation, and even if they have some success their descendants get everyone killed because human nature and communism are incompatible.
Tommy wants to be perceived as anti-communist or anti-socialist however he seems sympathetic to many things or concepts within the core tenets of socialism/communism. I think he mostly just confused/uneducated on this matter. Typical case of capitalist brainrot.
