According to Nepal law, Male Police can check everyone's bag and luggage including Female's but for arrest, Female Police is needed. If there is no female police, local female can arrest her but even if there is absence of local female and lady police, then Male Police can arrest her without touching her सम्बेदनशिल अङ्ग । In your country India, there is law of checking female's bag by only female police doesn't mean that Nepal has same law. You have to respect every country's own rules and law as you are in Nepal, not in your country India .
