Because Korea made a program, to open up to tourists, they made tours, with STATE tour guides, and they are specifically told what to show and what to say. Ofcourse they want to portray themselves as a functioning state without hunger etc. And I know two people who told me the same thing, who went there from my hometown. This is really not a surprise and really not news, I just dont get why people cant figure it out from a single glance
