If you're a client, wash your hair before your haircut. If you can't, communicate with your barber so he or she knows what they'll be getting into prior ahead time. Product in hair makes your haircut 10x longer, also more diffucult as product makes your hair from free flowing to a straight rock.
@Azari So, what would you rather do? My comment is a way that works for everybody, not one-sided. Both parties benefit. The client gets a clean cut because hair will be at its natural state. The Barbers' tools and time doesn't suffer. Of course, the exception is those who have last minute emergencies and things come up. But my comment is aimed at those who have poor time management and basic hygiene fundamentals.
