The problem with that is that it essentially cuts the content of the game by about 50%. 1v1 fighting game, let's say it has 20 characters. Four are objectively the best. This means, regardless of the character you pick, odds are you will play the same four characters over and over again. With no balance patches, you can mix up what you do, but randoms online will still be playing the same characters over and over. That's fun for a while, but no matter what, there is a limit to how many times you can fight the same characters with the same weaknesses and same B&B combos until you just get bored.

That's why it's always better to have a roster where everyone is at least playable, like MKX, even if some characters are S tier. Every character should have something going for him.
