I would say normal AD twitch is already elo inflation. No actual reason for the Q to reset on kills tbh. The movespeed, the duration, the lack of a cd, the mana cost, the vision radius given to enemies, it's absolutely busted. Usually champs that have slows as strong as Twitch's have other downsides to make them worse like Zilean's only damage being inconsistent delayed damage skillshots, and Nasus being a melee scaling champ with a horrible kit outside of his slow. Twitch doesn't really have any downsides for it(they think building ap is a downside I guess) since he's a perfectly servicable champ regardless. Not to mention that his dot is true damage, so the only way to itemize against it is to build HP. Being able to double his range on top of that with ult, and being able to cheese super hard early game are just cherries on top honestly. Evelynn and TF were fully deleted from having such strong basic abilities like that, but Twitch still has his. No idea why riot has such a hard on for some of these champs' toxic kits.
