Driving down the motorway and the Matrix signs flashes up Lane closed and 40mph speed limit all the drivers slam on
After slowing down and driving along there is no obstruction and after half a mile it says back to national speed limit total waste of time.

Even if you get into an emergency refuge area they are still dangerous. You've still got to get into fast flowing traffic from zero. With hard shoulders you can travel along that until your vehicle is up to speed & safely rejoin the main carraigeway.

False. Exiting an EA bay is done under the supervision of Highways/Police. You will usually get the lane closed and/or an escort to assist you with leaving the bay. This is all reliant upon you picking up the phone in the bay and informing Highways of the issue, which you are required to do and there is signage explaining this within the bays.

These smart motorways are dangerous and cause driver fatigue. You constantly have to watch the gantries, whilst everyone else around you. It must be hell for older and inexperienced drivers. Driving through Birmingham it is so easy to miss the change from 60 to 50 or 40 and at the next gantry it’s back to 60mph. I swear they are doing it for revenue.

I think its pretty clear why the lane closure was set: There was a vehicle in the EA bay wanting to exit. Procedure is to close the lane and monitor the vehicle leaving safely while remaining in contact with the driver via mobile phone, where possible. What you wont have seen is that the MS4 that showed the lane closure has also been changed back to NSL.

Things don’t happen suddenly though do they. You’ll have a warning first, like the guy driving around my street with his exhaust blowing, he won’t worry until it falls off on the motorway, what about those that never check their tyres then have a blow out? What about those that run out of fuel on the motorway? What about the warning lights on the dashboard letting you know you have an issue that’s often ignored? Don’t drivers needed to assume any responsibility at all for poorly maintained vehicles?

@@911HRW That's utter nonsense. You could go extreme lengths to check your car is safe and have something random happen - a dog jumping onto the motorway because most owners are idiots and don't train them and then let them off lead, someone else having crashed that you don't notice straight away because the system hasn't yet activated the warning signs and it's dark so you can only see as far as your dipped beams let you, a rotting tree falling over, some manufacturer problem with your car, etc etc etc. In the examples you provide, those drivers are knobs, but what about sudden occurrences? A normal motorway means you can try to pull over to the relative safety of the hard shoulder (then obviously get the heck out on the passenger side and behind the barriers) within seconds. As shown on the video, a so-called smart motorway can mean trying to trundle along for a whole minute, only to find out the refuge area is still in use and you have to somehow get another half a mile - so a full mile in total - before you can get to safety.

That white car should be ticketed - if there had been an obstruction, that could have been lethal ignoring the sign. Anyway, it took a minute, at 40mph, the temporary speed, for you to get from the sign about refuge areas to actually get to the refuge area.
