Thats just how her champ was designed. If you play around her weaknesses, its not a big deal : she is an anti melee champ, like darius, so every conventionnal toplaner will have an hard time against her. However, she has a very hard time against range champs because it's quite hard for her to reach them (exactly like darius). So if you dodge her soul-stealing spell, you are kinda safe. There is also the fact that you can tampo her ult once she uses it : just walk away and wait, when she doesnt have her ult she becomes useless in late game. So, to sum up, illaoi is a lane-bully that does very well against most of toplaners in early game, but once she quits her lane, if you play a bit carefully you can easily kill her with your adc, just kite her and wait for her to waste her ult. A bit like you should do against darius. She works well in low elo because people dont respect that, but in high elo the champ in just unplayable because its too easy to play around her weaknesses.
