I think it says less about "pantheon jungle" and more about "that guy playing pantheon in the jungle". at least in the clips you have in this video he didn't respond to ganks, gank, or seem to impact any of the lanes. looked like he was more interested in playing afk farming simulator

this guy is wintrading, he is paid by one of the enemys to lose the game on purpose. that has nothing to do with pantheon jungle or that guy playing pantheon jungle, its that guy losing the game on purpose so it doesnt matter what champ he plays.

and if you ask how this is possible: they talk to each other and time the que. if they dont find a match at the same time they´ll cancel and if they are in the same team or not in the same Lobby they´ll dodge until they found a game where they are enemys. no idea how long this will take but both wont care since one is getting free money and the other is getting LP that he wants.
