How long are you going to accept applications? My rig is currently being stored in Sand Hollow and I’m in Cali. I’m heading over on Aug 31st to get it and will complete step 2 if it’s still open.
I just checked on my desktop and my phone and it worked fine. Try a different browser, make sure you got good internet connection and make sure you only select actual photos and not live pictures or video clips.

You can definitely apply for it! We sometimes do but we try to keep the number of pure tube chassis with no panels/body limited for 24 Hell and Back. But we'll have other events / videos in the future were that won't be the case
