Because you have no way of storing sandbags and keeping them dry. No reason to have line crews on call 24/7. And because you have no way of knowing until a few days before where the storm is actually going to go. And even then the storm track is still a projection, not gospel. The Northeast, isn't ready 365 a year. Maybe your township, but yeah. That's just not true.

I was in Anderson S.Carolina some years ago on a few occaisions and I watched/Listened with half an ear to the morning News/Weather on the TV whict waiting for my ride to the site I was working at and I was always puzzled as to how breezy the Commentators where - basically - about everything. Cat stick up a tree. Gruesome Murder (cannot recall one, just an example). Traffic Status. They were all delivered with the same breezey style. This is the same. Puzzling. (I'm English btw).
I just don't understand why California hasn't thought about pumping and storing water from the Pacific Ocean to help fight wild fires. It's right there. Of course you'd have to desalinize it.
