The item increases roaming tempo along with aggressiveness. You can take more damage let's say mid and instead of having to recall you can walk back bot. Get all your hp back while also moving faster. There's a direct correlation with movement speed and win rate

Get good. No, but seriously, start thinking less in terms of "I need to hit this shot" and more in terms of "they need to dodge this shot". Once you start thinking in terms of the enemy and where they will run to avoid your hits, you'll hit a lot more hooks or skillshots. As for movement and attacking, it just comes with practice, the more you play the game the more you get used to right clicking. A lot of these games come down to "go with confidence". You wanna all in? All in with the idea you ALWAYS win this. You wanna hit a skillshot? You don't miss skillshots, the enemy needs to dodge or theyre dead! You have to smite dragon? YOU. NEVER. MISS. SMITE. You have to dodge a charging blitzcrank as caitlyn? Not even worried, you ALWAYS dodge them, not even gonna try to juke, just gonna dodge last second. The rest of the game is tempo and taking turns. LoL is a turn based game, you gotta see it and feel it to win.
