There are wear plies for most aircraft tires which include tread reinforcement plies (cut protectors), belt plies, & casing plies. Typically a colored reinforcement ply is used so that once this is reached it is time to replace the tire. There's nothing odd about what you're seeing here and they are not about to take unnecessary risks on a plane of this value! FYI: I was on the Combined Test Force (CTF) Flight Test Team as a Flight Test Engineer for these aircraft at EAFB back in the 90's

It's not just the complexity of the equipment, but also policy. Congress & the State Department forbid and won't approve the sale of bombers such as the B2 and fighters such as F22 to foreign nations. The production line has shut down completely due to military policy changes & the federal government cutting funding to the B2 development & construction program. The F-22 specifically has a ban on exports - I'd imagine there is a similar ban on the B-2. The US keeps all its overpowered classified tech to itself. Additionally, only 21 were ever built, with 20 currently in service. The United States won't ever give one up, for all the money in the world, and no country would fork up the money required to tear a single aircraft from the US. Not just that, but no other allied country has such a global policy that would require a strategic stealth bomber in their arsenal. Basically, the government won't export them, they can't build them, allies don't need them, the US doesn't give allies their extremely good stuff due to policy fearing they'd turn on them, and no one really wants them apart from the United States.
