This is my area. I have driven on this dangerous road many times. This video is quite old, now the situation has changed and people's living standard has become better. However, the road is in the same condition, which is a proof of the failure of the government. People here are very hardworking and honest.
To some extend I don't agree with you that the situation is changed now, The change your are taking about is not massive and visible, just people living in these areas have got small hydro electric power stations, they got drinking water tap at their courtyard and their financial condition is somehow better but the living style , the roads, the infrastructure, the economic opportunities, the transportation situation, the lack of health and other facilities and all other challenges are still more or less same as decades before.
This whole experience gives a true definition to the word ' home'. Those people will endure all sorts of challenges to reach home. There is no place on earth better than home. The gravity your home has over you is described in my culture as the umbilical cord attachment.

In 1990I went by bicycle from Chitral to Gilgit and on to Skardu, the starting point for K2. Before in 1988 from Rawalpindi to Kashgar, China. The most adventurous journeys of my life. No globalization then.
