Most of the comments by accounts with these type of profile pictures are just bots that steal a pre-existing comment then give themselves like 20-30 likes to get their comment seen more. I don't know what the purpose is though, since they appear on nearly every channel and I don't think everyone is buying comments to boost themselves in the algorithm though some probably are
