It's a play on how words sound. It's not the number twenty eight, it's twenty ate. So the riddle is actually thirty cows in the field, twenty ate chickens leaving the ten who didn't eat a chicken. It took me flipping ages to work it out and now I'm kicking myself for not getting it earlier.
It's just a complicated version of the old joke dealing with the words eight and ate sounding the same. The older one is "Why is six afraid of seven? Because seven ate nine. (Because seven,eight,nine.) Frankly the older one is better than this one because it's less convoluted and easier to figure out without the long exposition.
