Fun fact: This is how they transport Thomas across the US (and parts of Canada) for Day Out With Thomas events. Six of these Thomas "dummy units" (referred to as such since they cannot run under their own power) were made so it's a pretty rare sight to come across. Nice find!
Just for clarification: No. Thomas isn’t being kidnapped, like how Y0Y0Evan put it: Thomas is being transported to another railroad by truck. The faces are usually covered up while in transport

The reason why Thomas is on a flatbed semi is because it one of the DOWT (Day Out With Thomas) it was going to a railroad/short line to be used, and there are many of those Thomas dummy units so it’s not a real Thomas, because the class Thomas was based of of was a J50 then a LBSCR E2 (2nd order with extended side tanks) and they have all been scrapped and the Thomas’ in England DOWT events it’s just 0-6-0 tank engines with E2 side tanks.
