Actually that's not the reason either when chibiusa was borne one June so the moon has an effect on that month in Japan where it's called the strawberry moon it effected the silver crystal and effected chibiusa herself too

no thats not also the reason too if you see sailor moon cosmo actually usagi or her younger self had pink hair but then when she grew up she had yellow hair (current one) so thats why chibi-usa has pink hair
