is it neccesary to use temporary value to write date and time value into target variable? why we cant just assign RD_SYS_T OUT to "OB Data"."Last Restart time"?

It is only called ONCE in the beginning of your program (and only when the PLC starts up or goes from STOP -> RUN)... try SETting a bit in it to see if that worked!
Can you simulate the behavior of ob100 inside ob1 ? Like having a bit that is initially unset, then initialize your variables and then unset the bit? What would be the difference than to ob100 ?
There is a special bit you can use that does pretty much that: You can use the "First Scan Cycle" Bit from the "System Memory" Byte that you can activate in the device configuration. This Bit is only true in the very first execution of OB1. The difference to doing it with OB100 is that OB100 is only executed once (so only needs calculation once) and everything you evaluate in OB1 is evaluated every cycle, so it would be less efficient to do it that way
