What's the best size for fixing 4x2 timber to concrete block? . It will be heavy duty fence goin on wall. Thanks

Bought M10, and the alternating thread size is M11-M12. So washers wouldn't fit, and fittings wouldn't fit. Also ended up cracking my brick because of the over-size. Bad product, and bad design.
