It's fuggin' weird. I'd get if after maybe thirty seconds of active fighting you start moving more sluggishly, as combat is exhausting, but they perpetually act like they're in treacle instead of air. You can tell most developers have no experience with even boffer LARPing.
I think it's to stop people kiting enemies which would make this way easier. The solution to that would be to make enemies faster as well but it might look silly and make it a pain for melee characters to keep enemies close. Basically it's balancing
