My mom just came back from a cruise a week ago. NCL out of Galveston. She said the wind was really bad each day. 20+ mph on the islands and on the ship. It was interesting to say the least.
Harbor Master would control traffic of large vessels in and out. They also coordinate with Miami-Dade Police, the four small boats zipping around controlling access to Government Cut, the name of the boat channel in Miami. I don’t know if the cruse ships need Harbor Pilots, local pilots who know the port, tides, etc., because many so ships call Miami “home port”. The Container Ship leaving at he end most likely does use a Pilot for safe navigation out of the port.
Yes they are big ships with big engines generating lots of carbon. But, there are also a large number of people aboard. The net carbon per passenger mile could be quite low.
On a completely different subject .... NO ONE is EVER going to build a battery electric ship this size. No one. Not ever. For several reasons. The idea is completely absurd.
