You didn’t connect the pot to the center pin so your pot was a fixed resistance. That’s why the speed didn’t change when you turned the knob. Just a jumper to the right and center pin of the pot to get the variable resistance.

keep both LEDs red and this would be usable in model railroading for crossing signals.
