The truth is that refineries outside Nigeria are keenly interested in the Nigerian crude for it's quality. So the government will always find a premium that makes them prefer to sell to outsiders than to locals. Of course the refined products we import in exchange are in contrast cheaper than the premium products used outside and my suspicion is that the products we receive from outside are largely non-petroleum based concoctions from chemicals, some of which could be unsafe for humans. Just my personal suspicions.
