Probably because this channel is so abnormally large that it would take up tons of space on the system memory.

HighSkiez I've tried this on my actual Wii, and here's what I found: Installing every single Nintendo-branded channel that came out for the Wii in the USA, plus this channel, only leaves ~400 blocks, which is barely enough for some WiiWare games. And since WiiWare, along with other system memory-intensive features like Wii Mail would rather easily fill up those 400 blocks, you could see why having a 200+ block channel add-on wouldnt be the brightest thing in the world for the USA. But that's just my explanation on the matter, the real reason hasn't actually been revealed yet and probs wont be.
