I don’t know why he doesn’t have it, but Chrom himself does, you can see it has that teardroppy shape on the hilt when he takes it out to fight off the ghosts at 2:09 :)

For now is only on Wii U, and the reason i say "For Now" is because i believe they shouldn't be that dumb to leave this game on Wii U only and not on Switch
