In my early 1973 when I was in college. I worked underground in the massive storm sewers under Detroit Michigan. As you descend first is electric and gas, then steam, followed by sewer and last storm sewers. Once down to that level you Rarely returned to the surface because you were so far down. We had tables and offices down there during renovations. During lunch the rats would come out to beg for food. They were friendly since people rarely went down there. A few rats would dance for food. Underground storage of storm water was massive. Chicago built a large one decades ago. My job was assisting mapping and surveying underground.

Actually, that may be a great way to fund these projects where they are needed. If each are done in the mythological style of their culture, and funded in part with the understanding they can be used as filming locations when conditions permit.

Another great idea for a topic about flood control in my home town Chicago. The Deep Tunnel Project would be great for this channel! Begun in 1975, and at one time the nation's largest municipal water pollution control project, it involves the construction of 109 miles (174 kilometers) of tunnels 9 to 33 feet (3 to 10 meters) in diameter excavated in dolomitic limestone bedrock as much as 350 feet (107 meters) below the surface.

Simon, can you speak about the SMART Tunnel of Malaysia too? It’s a tunnel with a similar purpose as this project in Japan, except it doubles as a reservoir during wet days and a road tunnel during dry days. Go check that out. It’s a project worth mentioning.

That won't protect Japan against rising sea levels. For that they need to raise the ground floor in the areas where the ground is below sea level. It's not really that hard to do that. Marietta Ohio did it.

Japan are amazing, they have also buried all their cabling in Tokyo so far underground that they wouldn't be impacted by earthquakes.

Yes and no. I still see plenty of overhead wires strung over poles here in Tokyo. As of September, 2019, only 8% of utility poles are located underground in the city. It's a continuing project (mega project?) to upgrade their electrical grid especially in a city as ginormous as Tokyo, a true mega-metropolis.

Not just that. Mirror's Edge (2008) a video game includes a level called "Jacknife" where you travel through huge stormdrain systems that were inspired by these flood tunnels.

several cities in the US are starting to use water permeable pavement as part of the solution to this. It looks like a normal asphalt paved road but is greatly reducing the effect of localized rain contribution in flood scenarios.

That... sounds like a terrible idea and I'm sure no local television media company would want the negative publicity blowback nor civil (if not criminal) litigation resulting from such an ill conceived prank, especially since flooding is treated as a very serious emergency matter here in Japan. The March 11th, 2011 Fukushima tsunami (where thousands died) is practically Japan's version of 9/11, aka not a joking matter.

I got to go to Japan to build the silos. It was a pain in the arse to drain and dig at the same time. Only possible at all IMO because of a really clever solution engineers come up with. Still a lot of wet work though.

@@SlapShotRegatta22 There have been a couple of major water main upgrades in the city itself lately. How the sandhogs tunneled so deep beneath the Hudson way back then is pretty amazing too. I've followed the even older (brick cathedral) aquatic down through Yonkers. We'd end up arrested or shot for poking around like we could before 9/11

Similar project in Taiwan for diverting flood waters, though not at the scale of Tokyo's, is the Yuanshanzi Flood Diversion Tunnel, located west of Taipei City. It is a passive water diversion system that diverts excess water when the Keelung River's water level reaches a certain height, through a tunnel bored through a mountain that sends the water straight to the sea.

I was there in Tokyo in 2011 and there was no flooding in Tokyo at all. Fukushima was hundreds of miles away. The earthquake after shocks were still happening two weeks later at 6.0 magnitude but there was no flooding.

Remember, much of the city of Tokyo essentially sits on the river delta of several rivers. That's why it was prone to flooding in the past and why they built that gigantic water diversion system in the first place.
