The video cut off before you were finished, although I think I can guess the rest . Thank you for the tutorial it was very helpful since I'm in the process of making one and could not figure out the arms .

Yes you put two holes in the top and then you fold the wires over I use duct tape. The first one I made I just put one slit in the top and every time the wind would blow The jug would go around in circles and it tore up so that's why I did 2 and duct tape them down.
In a nutshell. I took the metal that was left sticking up. put it through the holes of the milk jug that I painted. took a pair of pliers folded the wires over. I used duct tape over the wires so the milk jug was stay in place. then I put a hat on it and hot glued the hat down to its head. then I put it outside and I staked it down.
