He’s drawn has having wavy lines around his speech bubbles in the manga but the lines disappear after a huge character arc that he suffers through. I wonder if his voice will change to reflect that when it’s eventually animated.

It honestly makes sense for his character, as a villain. It shows his disconnection from reality. It also gives the reader/watcher perspective on how he thinks and strategises plans.
