This is not a problem with your game or Config file, it happens due to corrupted windows file or cirrupted software, try hard resetting the PC and reinstalling it might help, oh and I remember I saw a video where u can download and replace your corrupted files with safe files through some auto backup by Windows not sure u can try these

@Mr Smiller in Fortnite(just for comparison), Intel HD 520 gives 50-55 FPS at lowest graphic setting which GT 710 gives 45-50 FPS at same settings. Both at 1366x768 resolution. These are average FPS.

motion blur off ......v sync on

V-sync should be off if you are not getting 60+ fps. Otherwise it will decrease your fps very badly. And motion blur does not affect your fps.

Vsync :syncs the frames that enter your monitor with the refresh rate Motion blur: when you move the camera around, the back ground blurs for "realism" but it doesn't always look great and also sometimes unhealthy for your eyes Vsync : i highly recommend turning it off Motion blur : it's personal preference

Theres a graphics difference, simple. U can use low end pc config files for it.
