In this case thetransistor is only used to switch the led and the current is limited by a resistor, therefore tjis curcuit is safe, if the led would actually receive 100mA it would be instantly dead.

Каким из этих резисторов вы ограничиваете ток коллектор-эмиттер? ))) Резистора в цепи коллектора у вас там нет. Следовательно всё гасится на транзисторе. И светодиод может выдержать ток в 100мА но очень не долго.

Also, it usually only works at about 18-24 volts supply. I really liked the last project: it would be possible to build a chaser light display with that one. I thought the only circuit that would do this was using a 4017. The chaser would only work with three stages, works well on my solder less breadboard and has possibilities.
