I think most of the engineers & the builders will be local Africans, but the project management & chief engineering team will be from Russia. Russia isn't China. Russia doesn't have enough men power so it's more than likely that most people involved in these projects would from the local population.
Do you want to know why, it's because most of the top engineers from Africa is here in America and Europe building our country's. Especially nigerians. They have no loyalty to Africa. They are pathetic.
You may have the engineers but not the equipment or finances to support such massive projects. Additionally, you don’t have the know how and technology for projects like a nuclear plant.
