For example, 1. 日本 に いく 2. 日本 へ いく 1 means "arriving in Tokyo" and 2 means "leaving for Tokyo". However, 99% of Japanese do not distinguish between the two. Personally, I feel that "へ" is more strongly assertive of the destination. As long as you understand that these two particles indicate the destination, there is no problem. Thanks.😉
