Its bcuz rino "discard" is the effect not the cost, so rino can leagally active its sent to GY effect while Tear Kash was in hand which suppose to be sent to GY after rino Specialed. However, Tear Kash is a quick effect so you can chain it to rino, then if you dont have any other Tear cards in hand you just dont send from hand. Once a effect is activated you will have to resolve as much as possible, its all becuz rino discard is the EFFECT not the COST so sending from hand is part of the resolving effect that can be skipped if you dont have any in hand. Another "as much as you can" example is chain1 VW in hand and chain2 Macro, sending from deck is part of the effect so you still send but under Macro's effect the sent card will be banished. Since the VW requires the card need to be sent to the GY to special and resolve its own effect, the VW just dont special and stay in hand.

To elaborate, this is due to Yu-Gi-Oh!'s PSCT/Problem solving Card Text.Tearlaments Reinoheart's revival effect is an "If you do"-effect. The wiki states the following: In "Do A, and if you do, do B", both A and B happen simultaneously. A is required for B, but NOT vice-versa: if A does not happen, then stop; even if B cannot happen, you still do A. So, in this exhibit, B cannot happen (the discarding a Tearlament card), but we still do A (revive Reinoheart). Keep in mind this only very specifically works if you have no other Tearlament card in your hand to discard, like Shunping mentioned.
