As a warranty administrator for Toro equipment I can tell you right now that when submitting claims Toro doesn’t check service history because customers have the right to service their own equipment by law. So that’s excuse is null and void. The only thing that wouldn’t be covered is if it failed a fuel sample test. If it tests with water in it, that wouldn’t be covered unless fuel contamination is due to manufacturing defect in parts and the water seeped in because of that. Fuel filters are also not covered because they are a wear item. But that’s not the reason it wouldn’t start. It would run tough but it wouldn’t not start.
