Toronto should already have boats, and boaters. Based on the amount of water that floods an area certain boaters should be sent to help with rescuing, and please tell the firefighters to do their 1, and only job, and that is to put out fires, and rescuing people from burning homes, and buildings. I also suggest to turn off anything that can start a fire while it is in water. Electronics normally does not mix with water, and fire does not mix with water, or electronics, so this is all logical, and should be common sense!!!
Problem is Toronto knows how to start projects but they do not know how to finish. Everything, everywhere is started all at once but nothing is ever completed.
strathroy area has it bad, the parks in the middle of town are under a foot of water across the soccer fields and baseballs diamonds, puppies are having a blast though!

cause we don't have qualified people in civic positions. Who cares about the floods. That's a lot of raw sewage across Ontario dumped into the Great Lakes. Beach days now are even more fatal risk now
2 hours after the rains, Oak marina was hit hard & fast by rushing waters in .creek.marina. stranded children. Training on sail boats. Dozen of boats dislodge crashing inti 50 others., before floating into the lake. 5 hours laters, rescued by owners. All is good , 5 hours later.
