If you have a machine polish (if not you could use something like a drill with a polishing pad with a drill bit attachment you could use as a machine polish) and get some light/medium cut polish, pass over the area with the pad and cut and will make it definitely less obvious 👍🏼

For such a small area you could match the paint (the name of the colour should be documented somewhere, electric blue, midnight blue or whatever), smooth sand the area, prime and paint. Done it myself and it looks better than those Halfords touch paints and cheaper than getting it resprayed.
You don’t apply touch up paint on top of touch up paint for one, you don’t go layer for layer either, you just apply 1, I repeat 1! Thick and smooth coat and as all paint goes it will darken as it dries so next time show a during and an after ‘it’s dried obviously’ to show the results
Just take the bumper off sand it all down fill the scuff and have a go at spraying you can’t make it any worse then it is and if it looks pants £150 for a colour matched bumper Choi win win give us more content too 😜
Can't blame halfords for you not using the equipment properly. And only doing half a job. Needs to be lacquered. Otherwise halfords told you the right way. But you sparingly used the paint, and covered over the scratch. Needs to be done by a professional. Nothing to do with the info given from Halfords
