This dedication to touring and playing lots of small venues is really important. In Australia the distances between towns can be huge! But the live playing creates it's own art form. "Pub rock" bands of the 1980s worked hard and learner a lot about meeting expectation of tough audiences. Some went on to international success: AC/DC, INXS, Men At Work.

The contracting local brass/etc thing is reasonably common. A friend of mine tours a lot of the Ska big bands through australia and there generally is no where near enough money to fly 9 people all the way here and then back and forward across the nullabor, so she's got these musos around the country she can hire to fill out the brass and then she can just fly over the core musos. It works really well and means less well known (in australia) outfits like The Selector, or Bad Manners can come over, do a full size band without bankerupting the organizers. And believe me theres a LOT of musos who love doing the contract stuff for bands they love
