Not waste of water. If the water is from pipes for residential use, that means they have to pump the water up to the mountain top to create this fall. Imagine how much they have to pay for the electrical bill for generating the pump.

The proof is the lack of a pumping station. Where is it? Then the power grid infrastructure? Overhead high voltage power lines can not be hidden or disguised either for that matter. Can you imagine the power bill? Who would pay that? Do they charge admission? How could you make a profit? Or is there some bizarre philanthropist scheme behind it all. OK believe what you want.
