Andy never owned Zurg.

It's because John Lasseter was really petty about it and didn't like the show so he refused to allow references to it in Toy Story things. It's so childish. They included Booster as a toy in the Toy Story comic "The Return of Buzz Lightyear" but the writers said John Lasseter complained about it and wouldn't let them include the toy in future issues. Similarly the Buzz Lightyear ride at Disney parks has artwork showing a blue female space ranger but it's been changed enough so it doesn't look like Mira. Angus MacLane (director of Lightyear) has said the show does exist in Toy Story's canon though. He said Lightyear came out, then years later they made a cartoon based on it which is what Andy's Buzz and the Zurg toy are based on. That's why the toys look more like the cartoon versions than Lightyear's versions
