For Go Pros they make a handle bar mount for motorcycles and such. It works perfectly mounted on a back stay, but the angle can be a bit weird at first.

WTF are you talking about? It's an stern coxed Empacher? Why would they have "strings" going to the bow? Since when has any boat had a fin at the bow end of the boat? Even if they they were some mechanism to control steering why would they be 4 feet off the water? Have you ever been in a rowing boat? You should stick to watching glee....
