He's not leading for power, he's actually leading for a cause and he even calls them 'my children'. It's a good contrast to the way that Muzan is leading his underlings, to him, they're nothing but a tool to get what he wants but Kagaya was never hungry for power as him, and even if he knows the position that he has makes him powerful, he uses his authority to keep the Hashira and lower rank demon slayers in check. And if you remember the Love Hashira, and Tengen's back story you can see why Kagaya managed to earn their love and respect, he genuinely understood his soldiers/demon slayers, and he genuinely cares for them. If that's me I wouldn't hesitate to fight for that man's cause because I know that he means well.
