They train military units also. When LE are suited up to deal with high risk warrants or call outs, there's good reason for it, often after citizens and patrol officers have been shot or killed.
SWAT teams have dressed that way since their inception. They are a para military organization. The rank and file guys don't dress that way, at least they didn't when I was active. Now, the load carrying vest and beard are standard equipment and it doesn't look as professional. They look more thug, now. No tatts, no beards, and body armor goes under the uniform shirt.
