The tanpura is barely audible. I think the sound you are referring to are the side strings on the veena that he is plucking with his little finger. It is just part of the jhala to strum the rhythm strings quite audibly since the rhythm is a big part of the jhala. I am sure it sounds fine in person, unfortunately most microphones and speakers will exaggerate high-pitched sounds.

That is exactly correct. The rhythm strings are plucked like that as part of the jhala to produce the variety of rhythmic patterns you hear. It is the main feature of jhala on the veena and has been copied to many other instruments that play "alap-jod-jhala" on stage.
I heard him a few years ago in London. He played Tilak Kamod as a main Raga. He is good no doubt but I thought the choice of a secondary small scope Raga as his main presentation was questionable.
